12  Appropriations (Fasano) recommended the following amendment:

14         Senate Amendment 
15         On page 7, lines 9-14, delete those lines
16  
17  and insert:  of 16 members.
18         (a)  There shall be one nonvoting, ex officio member of
19  the board who shall be appointed by the secretary of the
20  department but who must be the district secretary for one of
21  the department districts within the seven-county area of the
22  authority, at the discretion of the secretary of the
23  department.
