1 A bill to be entitled
2 An act relating to the research and tabulation
3 of data for purposes of ad valorem taxation;
4 amending s. 195.052, F.S.; specifying specific
5 data to be used for tabulating property
6 valuation and taxation, including information
7 concerning ad valorem taxes and millage rates;
8 requiring that such data be published on the
9 website of the Department of Revenue and on all
10 property appraiser websites; providing an
11 effective date.

13 Be It Enacted by the Legislature of the State of Florida:

15 Section 1. Section 195.052, Florida Statutes, is
16 amended to read:
17 195.052 Research and tabulation of data.--The
18 department shall conduct constant research and maintain
19 accurate tabulations of data and conditions existing as to ad
20 valorem taxation, shall annually publish such data as may be
21 appropriate to facilitate fiscal policymaking, and shall
22 annually make such recommendations to the Legislature as are
23 necessary to ensure that property is valued according to its
24 just value and is equitably taxed throughout the state. Such
25 data shall include the annual percentage increase in total
26 nonvoted ad valorem taxes levied by each municipality, county,
27 and local taxing authority and include information concerning
28 the distribution of ad valorem taxes that are levied among the
29 various classifications of property, including homestead,
30 nonhomestead residential, new construction, commercial, and
31 industrial properties. Such data shall include the previous

1 year's adopted millage rate, the current year's millage rate,
2 and the current increase in taxes levied above the rolled-back
3 rate. Such data shall, at a minimum, be published on the
4 department's website and on all property appraiser websites.
5 Publication shall occur not later than 60 days after receipt
6 of extended rolls for all counties pursuant to s. 193.122(7).
7 Section 2. This act shall take effect January 1, 2008.
