11  The Committee on Governmental Operations (Posey) recommended
12  the following amendment to amendment (275140):
13  
14         Senate Amendment (with directory and title amendments) 
15         On page 1, line 17, through
16            page 2, line 16, delete those lines
17  
18  and insert:  than 50 percent of the land in such area,
19  excluding state-owned land, consent to such annexation. Such
20  consent shall be obtained by the parties proposing the
21  annexation prior to the referendum to be held on the
22  annexation. The municipality may not annex state-owned land if
23  the state objects to the proposed annexation; however, if the
24  state does not object, the acreage of state-owned land shall
25  not be considered when calculating the owners of more than 50
26  percent of the land who must, under this subsection, consent
27  to the annexation. State-owned land that is annexed under this
28  subsection is not subject to ordinances or land use
29  designations that preclude any use of the state-owned land
30  which is consistent or compatible with the purposes for which
31  the state-owned land was acquired, the management plan
