5     On page 1, remove line 17, and insert:

7Section 2.  Subsection (5) is added to section 1013.738,
8Florida Statutes, to read:
9     1013.738  High Growth District Capital Outlay Assistance
10Grant Program.--
11     (5)  For the purpose of calculating district allocations
12under paragraph (3)(c) for the districts determined eligible
13under subsection (2):
14     (a)  The district's percentage of growth capital outlay
15full-time equivalent membership in paragraph (3)(c) shall be
16multiplied by a factor of 1.25 for districts with average growth
17greater than or equal to 4 percent and less than 4.5 percent in
18capital outlay FTE students over the prior 3 fiscal years as
19determined in paragraph (2)(c).
20     (b)  The district's percentage of growth capital outlay
21full-time equivalent membership in paragraph (3)(c) shall be
22multiplied by a factor of 1.5 for districts with average growth
23greater than or equal to 4.5 percent and less than 5 percent in
24capital outlay FTE students over the prior 3 fiscal years as
25determined in paragraph (2)(c).
26     (c)  The district's percentage of growth capital outlay
27full-time equivalent membership in paragraph (3)(c) shall be
28multiplied by a factor of 1.75 for districts with average growth
29greater than or equal to 5 percent and less than 6 percent in
30capital outlay FTE students over the prior 3 fiscal years as
31determined in paragraph (2)(c).
32     (d)  The district's percentage of growth capital outlay
33full-time equivalent membership in paragraph (3)(c) shall be
34multiplied by a factor of 2.0 for districts with average growth
35greater than or equal to 6 percent in capital outlay FTE
36students over the prior 3 fiscal years as determined in
37paragraph (2)(c).
38     Section 3.  The sum of $30 million is appropriated for the
392007-2008 fiscal year from nonrecurring funds, from the Public
40Education Capital Outlay and Debt Service Trust Fund to the
41Department of Education for the High Growth District Capital
42Outlay Assistance Grant Program established in s. 1013.738,
43Florida Statutes.
