| 10 | Grant Program.-- |
| 11 | (5) For the purpose of calculating district allocations |
| 12 | under paragraph (3)(c) for the districts determined eligible |
| 13 | under subsection (2): |
| 14 | (a) The district's growth capital outlay full-time |
| 15 | equivalent membership in paragraph (3)(c) shall be multiplied by |
| 16 | a factor of 1.25 for districts with average growth greater than |
| 17 | or equal to 4 percent and less than 4.5 percent in capital |
| 18 | outlay FTE students over the prior 3 fiscal years as determined |
| 19 | in paragraph (2)(c). |
| 20 | (b) The district's growth capital outlay full-time |
| 21 | equivalent membership in paragraph (3)(c) shall be multiplied by |
| 22 | a factor of 1.5 for districts with average growth greater than |
| 23 | or equal to 4.5 percent and less than 5 percent in capital |
| 24 | outlay FTE students over the prior 3 fiscal years as determined |
| 25 | in paragraph (2)(c). |
| 26 | (c) The district's growth capital outlay full-time |
| 27 | equivalent membership in paragraph (3)(c) shall be multiplied by |
| 28 | a factor of 1.75 for districts with average growth greater than |
| 29 | or equal to 5 percent and less than 6 percent in capital outlay |
| 30 | FTE students over the prior 3 fiscal years as determined in |
| 31 | paragraph (2)(c). |
| 32 | (d) The district's growth capital outlay full-time |
| 33 | equivalent membership in paragraph (3)(c) shall be multiplied by |
| 34 | a factor of 2.0 for districts with average growth greater than |
| 35 | or equal to 6 percent in capital outlay FTE students over the |
| 36 | prior 3 fiscal years as determined in paragraph (2)(c). |
| 37 | Section 3. The sum of $30 million is appropriated for the |
| 38 | 2007-2008 fiscal year from nonrecurring funds, from the Public |
| 39 | Education Capital Outlay and Debt Service Trust Fund to the |
| 40 | Department of Education for the High Growth District Capital |
| 41 | Outlay Assistance Grant Program established in s. 1013.738, |
| 42 | Florida Statutes. |
