A bill to be entitled
2An act relating to specialty license plates; amending ss.
3320.08056 and 320.08058, F.S.; creating a Trees Are Cool
4license plate; establishing an annual use fee for the
5plate; providing for the distribution of the fees received
6from the sale of such plates; providing an effective date.

8Be It Enacted by the Legislature of the State of Florida:

10     Section 1.  Paragraph (iii) is added to subsection (4) of
11section 320.08056, Florida Statutes, to read:
12     320.08056  Specialty license plates.--
13     (4)  The following license plate annual use fees shall be
14collected for the appropriate specialty license plates:
15     (iii)  Trees Are Cool license plate, $25.
16     Section 2.  Subsection (61) is added to section 320.08058,
17Florida Statutes, to read:
18     320.08058  Specialty license plates.--
19     (61)  TREES ARE COOL LICENSE PLATES.--
20     (a)  The department shall develop a Trees Are Cool license
21plate as provided in this section. Trees Are Cool license plates
22must bear the colors and design approved by the department. The
23word "Florida" must appear at the top of the plate, and the
24words "Trees Are Cool" must appear at the bottom of the plate.
25     (b)  The license plate annual use fees shall be distributed
26to the Florida Chapter of the International Society of
27Arboriculture, Inc., to fund its activities, programs, and
28projects within the state. The Florida Chapter of the
29International Society of Arboriculture, Inc., may retain all
30revenue from the annual use fees until up to $60,000 of its
31documented startup costs for developing and establishing the
32plate have been recovered. Thereafter, up to 5 percent of the
33annual use fee revenue may be used for administrative costs
34directly associated with management of the Trees Are Cool
35license plate program, up to 25 percent may be used for
36promotion and marketing of the specialty license plate, and at
37least 70 percent shall be used to fulfill the mission of the
38International Society of Arboriculture, Inc., in this state by
39providing statewide education and training with respect to tree
40care and tree safety.
41     Section 3.  This act shall take effect July 1, 2007.
