3     Amendment (with title amendment)
4     Between line(s) 318 and 319 insert:
5     Section 8.  The Department of Education shall implement and
6manage the Innovative Teaching for the 21st Century (IT-21)
7Program as an integrated, statewide system to deliver technology
8solutions to teachers. The department shall:
9     (1)  Implement the program to provide education technology
10solutions, including applicable services for eligible teacher
11participants.
12     (2)  Define the policies and procedures to improve teacher
13technology proficiency and ensure maximum teacher utilization of
14available education technology solutions, including applicable
15services.

17     (3)  Determine the school district or districts and/or
18intradistrict or multidistrict programmatic segments in which
19the IT-21 Program will be established based on criteria
20developed by the department.
21     (4)  Determine eligible education technology solutions and
22applicable services. Options may include notebook computers,
23digital projectors, interactive whiteboards, other peripheral
24equipment, instructional devices, and protective cases. Services
25shall include delivery, installation, technical support, and
26maintenance and shall also include appropriate professional
27development for teachers and administrators. Eligible computers
28must contain appropriate hardware and software for improving
29instruction and may provide efficient operations for Sunshine
30Connections. Products purchased shall employ a solution for data
31protection and asset recovery.
32     (5)  Conduct competitive procurement for all eligible
33education technology solutions and applicable services.
34Contracts resulting from the competitive procurement process
35shall delineate the timeframe for the delivery of goods and
36services to the eligible districts. Contracts may include
37district-specific or programmatic-specific specifications. The
38department may enter into multiple contracts for the delivery of
39goods and services to enable teachers to choose the solution and
40providers that best meets their needs.
41     (6)  Establish appropriate reporting regarding the
42delivery, asset management, services, and customer satisfaction.
43     (7)  Ensure that contracts will include development of an
44online marketplace and information exchange for districts to
45select, procure, and receive direct delivery of district-
46approved technology products and services and for districts to
47receive required information regarding district purchases.
48     (8)  Develop a long-term plan to ensure the financial
49accountability of the program and report to the Legislature
50quarterly on program implementation.
51     Section 9.  The sum of $5,000,000 is appropriated from the
52General Revenue Fund to the Department of Education for the
532007-2008 fiscal year for the purposes of implementing the
54Innovative Teaching for the 21st Century Program.
