1 A bill to be entitled
2 An act relating to speed zones at K-12 schools;
3 amending s. 316.1895, F.S.; requiring the
4 installation of traffic and pedestrian control
5 devices at all K-12 schools unless a
6 traffic-engineering analysis determines that
7 the devices are not necessary; providing an
8 effective date.

10 Be It Enacted by the Legislature of the State of Florida:

12 Section 1. Subsection (1) of section 316.1895, Florida
13 Statutes, is amended to read:
14 316.1895 Establishment of school speed zones,
15 enforcement; designation.--
16 (1)(a) The Department of Transportation, pursuant to
17 the authority granted under s. 316.0745, shall adopt a uniform
18 system of traffic control devices and pedestrian control
19 devices for use on the streets and highways in the state
20 surrounding all schools, public and private.
21 (b) The Department of Transportation shall compile,
22 publish, and transmit a manual containing all specifications
23 and requirements with respect to the system of devices
24 established pursuant to paragraph (a) to the governing body of
25 each county and municipality in the state, and the Department
26 of Transportation and each county and municipality in the
27 state shall install and maintain such traffic and pedestrian
28 control devices in conformity with such uniform system.
29 Traffic and pedestrian control devices shall be installed at
30 all public or private K-12 schools unless a
31 traffic-engineering analysis, conducted according to standards

1 developed by the Department of Transportation, determines that
2 such devices are not necessary.
3 Section 2. This act shall take effect July 1, 2007.
