14 On page 1, between lines 14 and 15,

16 insert:
17 Section 1. Paragraph (b) of subsection (2) of section
18 171.0413, Florida Statutes, is amended to read:
19 171.0413 Annexation procedures.--Any municipality may
20 annex contiguous, compact, unincorporated territory in the
21 following manner:
22 (2) Following the final adoption of the ordinance of
23 annexation by the governing body of the annexing municipality,
24 the ordinance shall be submitted to a vote of the registered
25 electors of the area proposed to be annexed. The governing
26 body of the annexing municipality may also choose to submit
27 the ordinance of annexation to a separate vote of the
28 registered electors of the annexing municipality. The
29 referendum on annexation shall be called and conducted and the
30 expense thereof paid by the governing body of the annexing
31 municipality.

1 (b) The governing body of the annexing municipality
2 shall publish notice of the referendum on annexation at least
3 once each week for 2 consecutive weeks immediately preceding
4 the date of the referendum in a newspaper of general
5 circulation in the area in which the referendum is to be held.
6 The notice shall give the ordinance number, the time and
7 places for the referendum, and a brief, general description of
8 the area proposed to be annexed. The description shall
9 include a map clearly showing the area and a statement that
10 the complete legal description by metes and bounds and the
11 ordinance can be obtained from the office of the city clerk.
12 If state-owned land is proposed for annexation, the governing
13 body of the annexing municipality shall submit notice to the
14 state legislator whose district the state land resides in and
15 the Governor.
