House Joint Resolution
2A joint resolution proposing an amendment to Section 2 of
3Article I of the State Constitution to remove a limitation
4on basic property rights authorizing regulation or
5prohibition by law of ownership, inheritance, disposition,
6and possession of real property by aliens ineligible for
7citizenship.

9Be It Resolved by the Legislature of the State of Florida:

11     That the following amendment to Section 2 of Article I of
12the State Constitution is agreed to and shall be submitted to
13the electors of this state for approval or rejection at the next
14general election or at an earlier special election specifically
15authorized by law for that purpose:

ARTICLE I

DECLARATION OF RIGHTS
18     SECTION 2.  Basic rights.--All natural persons, female and
19male alike, are equal before the law and have inalienable
20rights, among which are the right to enjoy and defend life and
21liberty, to pursue happiness, to be rewarded for industry, and
22to acquire, possess, and protect property; except that the
23ownership, inheritance, disposition and possession of real
24property by aliens ineligible for citizenship may be regulated
25or prohibited by law. No person shall be deprived of any right
26because of race, religion, national origin, or physical
27disability.
28     BE IT FURTHER RESOLVED that the following statement be
29placed on the ballot:

32     BASIC PROPERTY RIGHTS.--Proposing an amendment to the State
33Constitution to include aliens ineligible for citizenship under
34the basic right to acquire, possess, and protect property by
35removing a limitation that authorizes the regulation or
36prohibition by law of the ownership, inheritance, disposition,
37and possession of real property by aliens ineligible for
38citizenship.
