3     Substitute Amendment for Amendment (405311) (with title
4amendment)
5Remove line(s) 252-267, and insert:
6     (1)(a)  Ad valorem taxes may not be levied in excess of a
7millage rate equal to the rolled-back rate as defined in s.
8200.065 and shall remain frozen until the Taxation and Budget
9Reform Commission places a tax relief and reform measure on the
10ballot which becomes a part of the State Constitution.
11     (b)  This subsection does not apply to taxing authorities
12that have levied ad valorem taxes for 5 years or less.
13     (2)(a)  For the fiscal year beginning October 1, 2007, ad
14valorem taxes may not be levied in excess of the maximum millage
15rate that would have resulted from application of subsection (1)
16if subsection (1) had been in effect beginning January 1, 2005,
17and had been applied each year up to and including the fiscal
18year beginning October 1, 2006.
