6 | Section 1. Section 1012.225, Florida Statutes, is created |
7 | to read: |
8 | 1012.225 Salaries for instructional personnel.-- |
9 | (1) Subject to appropriation by the Legislature, any funds |
10 | appropriated for the purposes of this section shall be used for |
11 | increasing teachers' compensation to the national average as |
12 | determined by the United States Department of Education. |
13 | (a) By July 1, 2012, the beginning salary for full-time |
14 | public school teachers shall be no less than the national |
15 | average beginning salary for full-time public school teachers. |
16 | (b) By July 1 2012, the average salary for full-time |
17 | public school teachers shall be no less than the national |
18 | average salary for full-time public school teachers. |
19 | (c) The increases in the beginning and the average full- |
20 | time public school teacher salaries shall be independent of |
21 | employee benefits and shall not alter, jeopardize, or decrease |
22 | existing employee benefits. Payment of the costs associated with |
23 | increasing beginning and average teacher salaries is the |
24 | responsibility of the state and not of school districts. |
25 | (2) Nothing in this section shall impair collective |
26 | bargaining. |
27 | Section 2. Proviso language in Specific Appropriation 91 |
28 | of the 2006-2007 General Appropriations Act, chapter 2006-25, |
29 | Laws of Florida, and section 3 of chapter 2006-26, Laws of |
30 | Florida, relating to the Special Teachers Are Rewarded |
31 | performance pay plan (STAR Plan), are repealed. |
32 | Section 3. Effective June 30, 2007, s. 1012.22(1)(c)4., |
33 | Florida Statutes, is repealed. Rules adopted by the State Board |
34 | of Education pursuant to s. 1012.22, Florida Statutes, which are |
35 | in conflict with this act are suspended. |
36 | Section 4. Except as otherwise expressly provided in this |
37 | act, this act shall take effect upon becoming a law. |

53 | act; providing effective dates. |
