4     Between lines 259 and 260, insert:
5     Section 4.  Subsections (1), (2), and (11) of section
6430.2053, Florida Statutes, are amended to read:
7     430.2053  Aging resource centers.--
8     (1)  The department, in consultation with the Agency for
9Health Care Administration and the Department of Children and
10Family Services, shall develop pilot projects for aging resource
11centers. By October 31, 2004, the department, in consultation
12with the agency and the Department of Children and Family
13Services, shall develop an implementation plan for aging
14resource centers and submit the plan to the Governor, the
15President of the Senate, and the Speaker of the House of
16Representatives. The plan must include qualifications for
17designation as a center, the functions to be performed by each
18center, and a process for determining that a current area agency
19on aging is ready to assume the functions of an aging resource
20center.
21     (2)  Each area agency on aging shall develop, in
22consultation with the existing community care for the elderly
23lead agencies within their planning and service areas, a
24proposal that describes the process the area agency on aging
25intends to undertake to transition to an aging resource center
26prior to July 1, 2005, and that describes the area agency's
27compliance with the requirements of this section. However, the
28department shall complete the transition of any area agency on
29aging within the geographic boundary of a pilot program
30authorized in s. 409.912(5) to an aging resource center no later
31than 60 days in advance of the first date of enrollment in the
32pilot program. The department shall complete the transition of
33all area agencies on aging to aging resource centers no later
34than January 1, 2008. The proposals must be submitted to the
35department prior to December 31, 2004. The department shall
36evaluate all proposals for readiness and, prior to March 1,
372005, shall select three area agencies on aging which meet the
38requirements of this section to begin the transition to aging
39resource centers. Those area agencies on aging which are not
40selected to begin the transition to aging resource centers
41shall, in consultation with the department and the existing
42community care for the elderly lead agencies within their
43planning and service areas, amend their proposals as necessary
44and resubmit them to the department prior to July 1, 2005. The
45department may transition additional area agencies to aging
46resource centers as it determines that area agencies are in
47compliance with the requirements of this section.
48     (11)  The services to be administered through the aging
49resource center shall include those funded by the following
50programs:
51     (a)  Community care for the elderly.
52     (b)  Home care for the elderly.
53     (c)  Contracted services.
54     (d)  Alzheimer's disease initiative.
55     (e)  Aged and disabled adult Medicaid waiver.
56     (f)  Assisted living for the frail elderly Medicaid waiver.
57     (g)  Older Americans Act.
58     (h)  Medicaid nursing home services.
59     (i)  Medicaid Nursing Home Diversion Program waiver.
60     (j)  Adult Day Health Care waiver.
61     (k)  Assistive Care Services.
62     (l)  Channeling waiver.
63     (m)  Consumer-Directed Care waiver.
64     (n)  Assisted Living for the Frail Elderly Waiver.
65     (o)  Program of All-Inclusive Care for the Elderly.
66     (p)  Any other long-term care program or Medicaid service
67for persons 60 years of age and older.
