7 | Section 2. Beginning with the 2007-2008 fiscal year, a |
8 | district's expenditure of funds from the guaranteed allocation |
9 | for students in grades 9 through 12 who are gifted may not be |
10 | greater than the amount expended during the 2006-2007 fiscal |
11 | year for gifted students in grades 9 through 12. |
12 | Section 3. Gifted Student Education.-- |
13 | (1) The Office of Program Policy Analysis and Government |
14 | Accountability shall conduct a study of gifted services and |
15 | programming provided to public school students in grades |
16 | Kindergarten through 12. This study shall: |
17 | (a) Survey each school district to identify: |
18 | 1. The methods used to identify gifted students, e.g., |
19 | screenings of the general population, referral-based |
20 | intelligence quotient testing, or other methods, and the grade |
21 | level and number of schools in which each method is implemented. |
22 | 2. The number of gifted students identified under each of |
23 | the methods specified under subparagraph 1. during the 2005-2006 |
24 | and 2006-2007 school years. |
25 | 3. Whether the district implements a plan under Rule 6A- |
26 | 6.03019(2)(b), F.A.C., to increase the participation of students |
27 | from under-represented groups in gifted programming and the |
28 | number of students by grade level who were identified as gifted |
29 | under such a plan in the 2005-2006 and 2006-2007 school years. |
30 | 4. The types of services and programming provided to |
31 | gifted students according to grade level, the number of schools |
32 | in which such services and programming are offered, and the |
33 | number of students by grade level who received such services and |
34 | programming during the 2005-2006 and 2006-2007 school years. |
35 | Services and programming identified for high school students |
36 | shall be limited to core courses coded with state course code |
37 | numbers identifying the courses as honors or gifted. |
38 | 5. The amount of the guaranteed allocation expended by the |
39 | district during the 2005-2006 and 2006-2007 school years for |
40 | gifted services and programming according to each grade level |
41 | and school within the district. |
42 | (b) Assess the advantages and disadvantages of current |
43 | Florida law that classifies gifted students as exceptional |
44 | students. |
45 | (c) Evaluate the gifted eligibility criteria set forth in |
46 | Rule 6A-6.03019, F.A.C., and in school district plans under |
47 | paragraph (2)(b) of that rule, and determine the effect of |
48 | applying such criteria on the racial and ethnic diversity of |
49 | gifted programming and services. |
50 | (d) Review other states' practices for identifying gifted |
51 | students and for providing and funding gifted services and |
52 | programming. |
53 | (e) Examine peer-reviewed literature concerning best |
54 | practices for serving gifted and otherwise academically talented |
55 | students. |
56 | (2) A final report of the study shall be submitted to the |
57 | President of the Senate, the Speaker of the House of |
58 | Representatives, and the Commissioner of Education by December |
59 | 1, 2007. The final report shall include, but is not limited to: |
60 | a summary, discussion, and evaluation of the findings under |
61 | subsection (1); recommendations for the improvement of gifted |
62 | identification practices and services and programming provided |
63 | to students in grades Kindergarten through 12 who are gifted and |
64 | otherwise academically talented; and proposed statutory changes |
65 | to implement the report's recommendations. |
