3     Amendment (with title amendment)
4     Remove lines 276-278 and insert:
5     (9)  Notwithstanding any other provision of law, counsel
6appointed by the public defender to represent any individual in
7a criminal or civil proceeding who is entitled to representation
8pursuant to the Constitution of the United States or the State
9Constitution or as authorized by general law, shall constitute
10court-appointed counsel for purposes of  s. 14, Art. V of the
11State Constitution and the provision of such counsel shall be
12funded through annual appropriations as provided by general law.
13     (10)  Notwithstanding any other provision of law to the
14contrary, no county shall be required, or be otherwise
15obligated, to provide any funding for court-appointed counsel or
16for counsel appointed by the public defender as described in
17subsection (9), including the cost of communications services,
18existing radio systems, existing multiagency criminal justice
19information systems, and the cost of the construction or lease,
20maintenance, utilities, and security of facilities as described
21in s. 29.008.
22     (11)(10)  This section does not apply to attorneys
23appointed to represent persons in postconviction capital
24collateral cases pursuant to part IV of this chapter.
