Removes $50,000 of non-recurring tobacco settlement 
trust funds from the Dental Student Loan Repayment 
Program and adds non-recurring tobacco settlement 
trust funds of $25,000 to the Krug Health Center and 
$25,000 to the Sun Coast Hospital.
