From the funds in Specific Appropriation 189, $500,000 in non-recurring
funds from the Tobacco Settlement Trust Fund are provided to implement
an electronic medical record program with e-prescribing capabilities for
high volume Medicaid or charity care practitioners. Preference shall be
given to public, rural and academic providers.
