At the end of existing proviso language, following Specific 
Appropriation 363, INSERT:

From the funds in Specific Appropriation 363, $7,525,000 from the 
Federal Grants Trust Fund and $1,075,000 from the Welfare Transition 
Trust Fund are provided for the Adoption Promotion Program.
