Following Specific Appropriation 736, INSERT:
From the funds in Specific Appropriation 736, $150,000 in non-recurring 
general revenue is provided for the Department of Corrections to conduct 
a pilot project for radio frequency identification (RFID) electronic 
monitoring of inmates, department staff and authorized visitors to 
correctional facilities.  The pilot project shall be conducted at a 
medium security correctional facility with an inmate population of at 
least 750 inmates.  Electronic monitoring systems must have the 
capability to continuously receive and monitor electronic signals from a

transmitter worn by inmates, department employees and any visitors to 
the correctional facility that are provided access designated for 
authorized personnel only.  The system must continuously monitor such 
persons in real time and identify such person's specific geographic 
position within the facility at any time.  Transmitters must update in 
at least five second intervals and transmit each person's geographical 
location to within at least a ten-foot radius of his or her actual 
location or to within a radius that is equal to the width of a 
facility's average size sleeping quarter, whichever is less.
