11  Senator Bennett moved the following amendment:

13         Senate Amendment 
14         On page 53, line 1445 through 1463,
15  
16  insert:  
17         (a)  "Bioenergy" means energy produced from organic
18  matter that is available on a renewable or recurring basis,
19  including crops and trees, agricultural food and feed crop
20  residues, wood and wood wastes and residues, aquatic plants,
21  grasses, animal wastes and residues, and other organic waste
22  materials.
23         (b)  "Department" means the Department of Agriculture
24  and Consumer Services.
25         (c)  "Person" means an individual, partnership, joint
26  venture, private or public corporation, association, firm,
27  public service company, or any other public or private entity.
28         (2)  The Farm-to-Fuel Grants Program is established
29  within the department to provide matching grants for bioengery
30  projects. Such grants may be made for research, demonstration,
31  or commercialization projects relating to the production of
