A bill to be entitled
2An act relating to a review under the Open Government
3Sunset Review Act regarding abandoned newborns; amending
4s. 383.51, F.S., which provides that the identity of a
5parent who leaves a newborn infant at a hospital,
6emergency medical services station, or fire station is
7confidential and exempt from public records requirements;
8making editorial changes; removing the scheduled repeal of
9the exemption under the Open Government Sunset Review Act;
10providing an effective date.

12Be It Enacted by the Legislature of the State of Florida:

14     Section 1.  Section 383.51, Florida Statutes, is amended to
15read:
16     383.51  Confidentiality; identification of parent leaving
17newborn infant at hospital, emergency medical services station,
18or fire station.--The identity of a parent who leaves a newborn
19infant at a hospital, emergency medical services station, or
20fire station in accordance with s. 383.50 is confidential and
21exempt from the provisions of s. 119.07(1) and s. 24(a), Art. I
22of the State Constitution. The identity of a parent leaving a
23child shall be disclosed to a person claiming to be a parent of
24the newborn infant. This section is subject to the Open
25Government Sunset Review Act of 1995 in accordance with s.
26119.15, and shall stand repealed on October 2, 2007, unless
27reviewed and saved from repeal through reenactment by the
28Legislature.
29     Section 2.  This act shall take effect October 1, 2007.
