1 A bill to be entitled
2 An act relating to concordant assessment scores
3 for the Florida Comprehensive Assessment Test;
4 amending s. 1008.22, F.S.; providing that
5 certain concordant subject area scores satisfy
6 various assessment requirements concerning
7 graduation from high school; exempting a
8 student who attains a concordant subject area
9 score from taking the FCAT in that subject
10 area; amending s. 1003.429, F.S.; providing for
11 the retention of a student achieving certain
12 concordant scores in the accelerated 3-year
13 graduation option; providing an effective date.

15 Be It Enacted by the Legislature of the State of Florida:
16
17 Section 1. Paragraph (b) of subsection (9) of section
18 1008.22, Florida Statutes, is amended to read:
19 1008.22 Student assessment program for public
20 schools.--
21 (9) CONCORDANT SCORES FOR THE FCAT.--
22 (b) In order to use A student who attains a concordant
23 subject area score pursuant to this subsection satisfies to
24 satisfy the assessment requirement in that subject area for a
25 standard high school diploma as provided in s. 1003.429(6)(a),
26 s. 1003.43(5)(a), or s. 1003.428, and may not, notwithstanding
27 any other law, be required to take the FCAT in that subject
28 area. a student must take each subject area of the grade 10
29 FCAT a total of three times without earning a passing score.
30 The requirements of this paragraph shall not apply to a new
31 student who enters the Florida public school system in grade

1 12, who may either achieve a passing score on the FCAT or use
2 an approved subject area concordant score to fulfill the
3 graduation requirement.
4 Section 2. Subsection (8) of section 1003.429, Florida
5 Statutes, is amended to read:
6 1003.429 Accelerated high school graduation options.--
7 (8) A student who selected one of the accelerated
8 3-year graduation options shall automatically move to the
9 4-year program set forth in s. 1003.43 if the student:
10 (a) Exercises his or her right to change to the 4-year
11 program;
12 (b) Fails to earn 5 credits by the end of grade 9 or
13 fails to earn 11 credits by the end of grade 10;
14 (c) Does not attain achieve a score of 3 or higher on
15 the grade 10 FCAT Writing assessment or a concordant score as
16 described in s. 1003.22(9); or
17 (d) By the end of grade 11 does not meet the
18 requirements of subsections (1) and (6).
19 Section 3. This act shall take effect July 1, 2007.

22 SENATE SUMMARY
23 Provides that certain scores adopted by the Commissioner
of Education as a concordant subject area score satisfy
24 various assessment requirements concerning graduation
from high school. Exempts students attaining such a
25 concordant subject area score from taking the FCAT in
that subject area. Provides for retention of students
26 achieving certain concordant scores in the accelerated
3-year graduation option.
