11  The Committee on Ethics and Elections (Justice) recommended
12  the following amendment:

14         Senate Amendment (with title amendment) 
15         On page 2, line 7 through,
16         page 3, line 3,delete those lines
17  
18  and insert:  
19         (2)  A local government or a person acting on behalf of
20  local government may not expend or authorize the expenditure
21  of, and a person or group may not accept, public funds for a
22  political advertisement or electioneering communication
23  concerning an issue, referendum, or amendment that is subject
24  to a vote of the electors. This subsection does not apply to
25  an electioneering communication from a local government or a
26  person acting on behalf of a local government which is limited
27  to factual information.
28         (3)  Except as prohibited in subsection (2), nothing in
29  this section precludes an elected official of the local
30  government from expressing an opinion on any issue at any
31  time.
