A bill to be entitled
2An act relating to the National Idea Bank; amending s.
311.70, F.S., relating to the Legislative Committee on
4Intergovernmental Relations; revising responsibilities and
5duties of the committee; creating s. 282.40, F.S.;
6creating the "National Idea Bank Act"; providing intent;
7directing the committee to create, maintain, and publicize
8an Idea Bank on an Internet website; providing access
9criteria for the website; requiring the committee to
10solicit and display certain information on the website;
11directing the committee to organize and present
12information in a systematic and retrievable format that is
13readily available to citizens and organizations; directing
14the committee to make annual reports to the Governor and
15the Legislature; providing an effective date.

17Be It Enacted by the Legislature of the State of Florida:
18
19     Section 1.  Paragraph (a) of subsection (2) of section
2011.70, Florida Statutes, is amended, and paragraph (k) is added
21to subsection (4) of that section, to read:
22     11.70  Legislative Committee on Intergovernmental
23Relations.--
24     (2)  FINDINGS AND PURPOSE.--
25     (a)  The Legislature finds and declares that there is a
26need for an official body to:
27     1.  Involve local and state officials in an advisory
28capacity to the executive and legislative branches of state
29government.
30     2.  Study problems of the intergovernmental aspects of
31governmental structure, finance, functional performance, and
32relationships at the local, regional, state, and interstate
33levels.
34     3.  Recommend solutions to intergovernmental problems.
35     4.  Establish a regular system of reporting to state and
36local public officials on the progress of Florida and its
37political subdivisions toward meeting their intergovernmental
38responsibilities.
39     5.  Encourage and recommend methods of effective and
40efficient delivery of services at the state and local levels
41through services integration and combination of complementary
42services delivery functions.
43     6.  Assume responsibilities for administering,
44coordinating, or providing intergovernmental services as may be
45required by the Legislature or Governor.
46     7.  Provide the Legislature, the Governor, and other
47interested parties with advice on intergovernmental concerns.
48     8.  Assume responsibilities for creating, maintaining, and
49operating the National Idea Bank website created in s. 282.40.
50     (4)  FUNCTIONS AND DUTIES.--The committee is authorized to:
51     (k)  Carry out the responsibilities for creating,
52maintaining, and operating the National Idea Bank website
53created in s. 282.40.
54     Section 2.  Section 282.40, Florida Statutes, is created to
55read:
56     282.40  National Idea Bank.--
57     (1)  This section may be cited as the "National Idea Bank
58Act."
59     (2)  It is the intent of the Legislature to provide a
60central location for collecting ideas and documenting programs
61and initiatives that have succeeded in governments and
62organizations.
63     (3)  The National Idea Bank is created, and the Legislative
64Committee on Intergovernmental Relations shall:
65     (a)  By January 1, 2008, create and maintain an "Idea Bank"
66on an Internet website operated by the Florida Legislature with
67nationwide access to carry out the purposes of this section.
68     (b)  Provide Internet access to citizens and organizations
69and a guided process for submitting ideas.
70     (c)  Solicit and showcase on the website ideas submitted
71from across the nation that subsequently became law or were
72otherwise successfully implemented.
73     (d)  Provide on the website an annual list of the ideas
74that were most frequently replicated in this state or in other
75jurisdictions across the United States.
76     (e)  Organize and present all information in a systematic
77and retrievable format that is readily available to citizens as
78well as public and private organizations.
79     (f)  Publicize the existence and use of the Idea Bank.
80     (4)  The committee shall annually publish a report
81summarizing the ideas received and collected during the previous
82fiscal year and listing the ideas described in paragraph (3)(d)
83and shall submit the report to the Governor, the President of
84the Senate, the Speaker of the House of Representatives, and the
85minority leaders of the Senate and the House of Representatives
86by September 15 of each year. The full report shall also be
87posted on the Idea Bank website.
88     Section 3.  This act shall take effect July 1, 2007.
