1 A bill to be entitled
2 An act relating to Medicaid; amending s. 3 of
3 chapter 2005-133, Laws of Florida; revising
4 certain requirements of an evaluation being
5 conducted by the Office of Program Policy
6 Analysis and Government Accountability of the
7 health care services provided for Medicaid
8 recipients under a managed care model;
9 requiring that the evaluation include
10 assessments of culturally competent quality of
11 care by each eligibility category and managed
12 care plan in the pilot area sites; providing an
13 effective date.

15 Be It Enacted by the Legislature of the State of Florida:

17 Section 1. Section 3 of chapter 2005-133, Laws of
18 Florida, is amended to read:
19 Section 3. The Office of Program Policy Analysis and
20 Government Accountability, in consultation with the Auditor
21 General, shall comprehensively evaluate the two managed care
22 pilot areas programs created under section 409.91211, Florida
23 Statutes. The evaluation shall begin with the implementation
24 of the managed care model in the pilot areas and continue for
25 24 months after the two pilot areas programs have enrolled
26 Medicaid recipients and started providing health care
27 services. The evaluation must include assessments of cost
28 savings; consumer education, choice, and access to services;
29 coordination of care; and culturally competent quality of care
30 by each eligibility category and managed care plan in each
31 pilot site. The evaluation must describe administrative or

1 legal barriers to the implementation and operation of each
2 pilot program and include recommendations regarding statewide
3 expansion of the managed care pilot programs. The office shall
4 submit an evaluation report to the Governor, the President of
5 the Senate, and the Speaker of the House of Representatives no
6 later than June 30, 2008.
7 Section 2. This act shall take effect upon becoming a
8 law.

11 SENATE SUMMARY
12 Requires that the evaluation of the pilot areas where
services are provided to Medicaid recipients under
13 managed care plans include assessments of culturally
competent quality of care by each eligibility category
14 and managed care plan.
