1	A bill to be entitled
2	An act relating to the Manatee County Port Authority;
3	amending chapter 2003-351, Laws of Florida; providing for
4	the conveyance of title to submerged lands adjacent to the
5	port authority's boundaries from the Board of Trustees of
6	the Internal Improvement Trust Fund; defining the
7	territorial boundaries of the submerged lands; providing
8	an effective date.

10	Be It Enacted by the Legislature of the State of Florida:
11
12	Section 1.  Subsection (15) is added to section 6 of
13	section 3 of chapter 2003-351, Laws of Florida, to read:
14	Section 6.  Grant of powers.--The Port Authority, in
15	addition to any and all powers granted to it by section 315.03,
16	Florida Statutes, other laws, general, local or special, is
17	hereby authorized and empowered:
18	(15)  To receive title to, right of entry upon, and the
19	right to regulate the improvement of any and all submerged lands
20	belonging to the state contained within the area described in
21	this subsection. Said submerged lands are hereby conveyed and
22	granted to the Port Authority, for consideration of $1 from the
23	Manatee County Port Authority to the Board of Trustees of the
24	Internal Improvement Trust Fund, subject to the riparian rights
25	of the respective owners of the uplands adjacent thereto. Such
26	titles and rights shall effectually and fully vest in said Port
27	Authority. No such submerged lands owned by the Port Authority
28	shall be sold or otherwise disposed of by the Port Authority to
29	any party or parties and shall only be used for proper public
30	and Port Authority purposes. The submerged lands conveyed and
31	granted to the Port Authority shall comprise and include the
32	territory described as follows:
