11 The Committee on Judiciary (Saunders) recommended the
12 following amendment:

14 Senate Amendment (with title amendment)
15 On page 5, lines 9 through 12, delete those lines
16
17 and insert: (5) A local government may not adopt an
18 ordinance or regulation that prohibits condominium unit owners
19 or their guests, licensees, or invitees from pedestrian access
20 to a public beach contiguous to a condominium property, except
21 where necessary to protect public health, safety, or natural
22 resources. This subsection does not prohibit a governmental
23 entity from enacting regulations governing activities taking
24 place on the beach.
