House Resolution
2A resolution recognizing April 17, 2007, as "Community
3Action Day" in Florida.

5     WHEREAS, community action agencies were created to fight
6the war on poverty when the Economic Opportunity Act of 1964 was
7signed into law, and
8     WHEREAS, community action agencies comprise America's
9poverty-fighting network and have a 40-year history of promoting
10self-sufficiency for low-income families, children, and
11individuals, and
12     WHEREAS, there are over 1,000 community action agencies
13nationally, with 30 operational community action agencies
14serving low-income families, children, and individuals
15throughout 65 counties in this state, and
16     WHEREAS, the percentage of Americans living in poverty has
17reportedly reached a 32-year high, with millions of working
18Americans falling closer to the poverty line, and
19     WHEREAS, a recent analysis of the 2005 United States Census
20figures found that nearly 16 million Americans are living in
21deep or severe poverty and that Florida ranks number 4 in states
22with the most people in severe poverty at 943,670, and
23     WHEREAS, Florida's community action agencies have made
24essential contributions to low-income families, children, and
25individuals by providing services to 307,275 individuals and
26128,003 families in 2005, and
27     WHEREAS, Florida's community action agencies provide low-
28income citizens with opportunities to improve their lives and
29their living conditions through innovative and cost-effective
30programs, thus ensuring that all citizens are able to live in
31dignity, and
32     WHEREAS, as the war on poverty continues across the
33country, it is fitting to recognize and commend those community
34action agencies in this state that are at the forefront of this
35struggle, NOW THEREFORE,

37Be It Resolved by the House of Representatives of the State of
38Florida:

40     That in recognition of the hard work, commitment, and
41dedication of Florida's community action agencies and their
42invaluable contributions to the well-being of needy citizens
43throughout the state, April 17, 2007, is recognized as
44"Community Action Day" in Florida.
