11  The Committee on Health Policy (Dawson) recommended the
12  following amendment:
13  
14         Senate Amendment (with title amendment) 
15         Delete everything after the enacting clause
16  
17  and insert:  
18         Section 1.  The Department of Health, in conjunction
19  with the Department of Corrections and the Department of
20  Juvenile Justice, shall develop a plan to address HIV
21  prevention and the testing and treatment of juveniles in the
22  custody of the Department of Juvenile Justice and persons
23  incarcerated by the Department of Corrections. The plan must
24  identify any barriers to the prevention of HIV infection among
25  inmates held by the Department of Corrections and juveniles
26  held by the Department of Juvenile Justice and any
27  constitutional or legal issues relating to HIV prevention
28  programs, testing, and treatment provided in prisons or in
29  commitment programs of the Department of Juvenile Justice. The
30  Department of Health shall complete the plan and submit its
31  findings and recommendations to the Governor, the President of

The Office of Program Policy Analysis and 4 Government Accountability shall complete a study on the 5 distribution of funding authorized under the federal Ryan 6 White Comprehensive AIDS Resources Emergency Act and 7 subsequent reauthorizations in Florida in order to determine 8 whether the distribution of this funding is addressing the 9 needs of areas within the state having the highest rates of 10 HIV infection or the highest number of people living with 11 AIDS. The office shall also identify any significant barriers 12 of access to drugs and other vital medical services for AIDS 13 treatment by persons living in areas within the state having 14 the highest rates of HIV infection. The office shall complete 15 the study and report its findings and recommendations to the 16 President of the Senate and the Speaker of the House of 17 Representatives by January 1, 2008. 18 Section 3.
