11 Senator Bennett moved the following amendment:

13 Senate Amendment (with title amendment)
14 On page 13, between lines 17 and 18,

16 insert:
17 Section 6. Effective July 1, 2007, present subsection
18 (8) of section 101.151, Florida Statutes, is redesignated as
19 subsection (9), and a new subsection (8) is added to that
20 section, to read:
21 101.151 Specifications for ballots.--
22 (8) For each office on the ballot, in addition to the
23 names of candidates or a blank space for a write-in candidate,
24 the ballot must include a selection that states "I choose not
25 to vote." If the "I choose not to vote" selection receives the
26 greatest number of votes, the candidate having the most votes
27 shall be the winner.
28 Section 7. (1) There is hereby created the "I choose
29 not to vote" pilot project.
30 (2) Commencing with the 2007 special primary election
31 and the 2007 special general election for Senate District 3,

1 the counties in Senate District 3 shall comply with the
2 requirements set forth in s. 101.151(8), Florida Statutes,
3 incorporating a selection option on the ballot that states "I
4 choose not to vote" on the ballot.
5 (3) Tabulations of the ballots and results of the
6 choices in the special election shall be reported to the
7 Secretary of State.
8 (4) The Office of Program Policy Analysis and
9 Government Accountability shall study the results of the
10 special election in the pilot project counties. The report and
11 accompanying recommendations of the Office of Program Policy
12 Analysis and Government Accountability shall be completed and
13 presented to the President of the Senate and the Speaker of
14 the House of Representatives no later than 60 days following
15 the special election.

22 On page 1, line 15, after the semicolon,

26 allowing the voter to indicate that he or she

29 directing the counties in Senate District 3,
30 during the 2007 special primary election and
31 the 2007 special general election, to comply
