11  Senator Constantine moved the following amendment:

13         Senate Amendment 
14         On page 8, line 14 to page 9, line 10, delete those
15  lines
16  
17  and insert:  
18         (a)  A fine in the amount of $50, not to exceed $1,000
19  in the aggregate per calendar year, $250 for each application
20  received by the division or the supervisor of elections more
21  than 10 days after the applicant delivered the completed voter
22  registration application to the third-party voter registration
23  organization or any person, entity, or agent acting on its
24  behalf. A fine in the amount of $250, not to exceed $1,000 in
25  the aggregate per calendar year, for each application received
26  if the third-party registration organization or person,
27  entity, or agency acting on its behalf acted willfully.
28         (b)  A fine in the amount of $100, not to exceed $1,000
29  in the aggregate per calendar year, $500 for each application
30  collected by a third-party voter registration organization or
31  any person, entity, or agent acting on its behalf, prior to

 1  book closing for any given election for federal or state
 2  office and received by the division or the supervisor of
 3  elections after the book closing deadline for such election. A
 4  fine in the amount of $500, not to exceed $1,000 in the
 5  aggregate per calendar year, for each application received if
 6  the third-party registration organization or person, entity,
 7  or agency acting on its behalf acted willfully.
 8         (c)  A fine in the amount of $500, not to exceed $1,000
 9  in the aggregate per calendar year, $5,000 for each
10  application collected by a third-party voter registration
11  organization or any person, entity, or agent acting on its
12  behalf, which is not submitted to the division or supervisor
13  of elections. A fine in the amount of $1,000 per calendar year
14  if any application is not submitted and the third-party
15  registration organization or person, entity, or agency acting
16  on its behalf acted willfully.
