14         Senate Amendment (with title amendment) 
15         On page 122, between lines 7 and 8,

17  insert:  
18         Section 63.  The Department of Management Services is
19  appropriated spending authority for Fixed Capital Outlay funds
20  up to $33.5 million to issue bonds for the site development
21  and construction of a First District Court of Appeals facility
22  on parcel 3 at Capital Circle Office Center. Bond proceeds
23  will be placed in the Public Facilities Financing Trust Fund.
24  The buildings must be constructed using Leadership in Energy
25  and Environmental Design standards for construction.
