15 On page 16, between lines 10 and 11,

17 insert:
18 Section 11. Paragraph (e) is added to subsection (15)
19 of section 163.3180, Florida Statutes, to read:
20 163.3180 Concurrency.--
21 (15)
22 (e) By December 1, 2007, the Department of
23 Transportation, in consultation with the state land planning
24 agency and interested local governments, may designate a study
25 area for conducting a pilot project to determine the benefits
26 of and barriers to establishing a regional multimodal
27 transportation concurrency district that extends over more
28 than one local government jurisdiction. If designated:
29 1. The study area must be in a county that has a
30 population of at least 1,000 persons per square mile, be
31 within an urban service area, and have the consent of the

1 local governments within the study area. The Department of
2 Transportation and the state land planning agency shall
3 provide technical assistance.
4 2. The local governments within the study area and the
5 Department of Transportation, in consultation with the state
6 land planning agency, shall cooperatively create a multimodal
7 transportation plan that meets the requirements of this
8 section. The multimodal transportation plan must include
9 viable local funding options and incorporate community design
10 features, including a range of mixed land uses and densities
11 and intensities, which will reduce the number of automobile
12 trips or vehicle miles of travel while supporting an
13 integrated, multimodal transportation system.
14 3. Each participating local government may adopt
15 appropriate comprehensive plan amendments that update each
16 respective comprehensive plan in order to incorporate a
17 multimodal transportation district.
18 4. The Department of Transportation, in consultation
19 with the state land planning agency, shall submit a report by
20 March 1, 2009, to the Governor, the President of the Senate,
21 and the Speaker of the House of Representatives on the status
22 of the pilot project. The report must identify any factors
23 that support or limit the creation and success of a regional
24 multimodal transportation district including intergovernmental
25 coordination.
