14         Senate Amendment (with title amendment) 
15         On page 122, between lines 7 and 8,

17  insert:  
18         Section 63.  The Department of Management Services is
19  appropriated spending authority for Fixed Capital Outlay funds
20  up to $33.5 million to issue bonds for the site development
21  and construction of a First District Court of Appeals facility
22  on a portion of parcel 3 at Capital Circle Office Center. Bond
23  proceeds will be placed in the Public Facilities Financing
24  Trust Fund. The buildings must be constructed using Leadership
25  in Energy and Environmental Design standards for construction.
