15 On page 92, between lines 20 and 21,

17 insert:
18 Section 41. Section 339.63, Florida Statutes, is
19 amended to read:
20 339.63 System facilities designated; additions and
21 deletions.--
22 (1) The initial Strategic Intermodal System shall
23 include all facilities that meet the criteria recommended by
24 the Strategic Intermodal Steering Committee in a report titled
25 "Steering Committee Final Report: Recommendations for
26 Designating Florida's Strategic Intermodal System" dated
27 December 2002.
28 (2) The Strategic Intermodal System and the Emerging
29 Strategic Intermodal System include three different types of
30 facilities that each form one component of an interconnected
31 transportation system which types include:

1 (a) Existing or planned hubs that are ports and
2 terminals including airports, seaports, spaceports, passenger
3 terminals, and rail terminals serving to move goods or people
4 between Florida regions or between Florida and other markets
5 in the United States and the rest of the world;
6 (b) Existing or planned corridors that are highways,
7 rail lines, waterways, and other exclusive-use facilities
8 connecting major markets within Florida or between Florida and
9 other states or nations; and
10 (c) Existing or planned intermodal connectors that are
11 highways, rail lines, waterways or local public transit
12 systems serving as connectors between the components listed in
13 paragraphs (a) and (b).
14 (3) After Subsequent to the initial designation of the
15 Strategic Intermodal System under pursuant to subsection (1),
16 the department shall, in coordination with the metropolitan
17 planning organizations, local governments, regional planning
18 councils, transportation providers, and affected public
19 agencies, add facilities to or delete facilities from the
20 Strategic Intermodal System described in paragraphs (2)(b) and
21 (2)(c) based upon criteria adopted by the department.
22 (4) After the initial designation of the Strategic
23 Intermodal System under subsection (1), the department shall,
24 in coordination with the metropolitan planning organizations,
25 local governments, regional planning councils, transportation
26 providers, and affected public agencies, add facilities to or
27 delete facilities from the Strategic Intermodal System
28 described in paragraph (2)(a) based upon criteria adopted by
29 the department. However, an airport that is designated as a
30 reliever airport to a Strategic Intermodal System airport
31 which has at least 75,000 itinerant operations per year, has a

1 runway length of at least 5,500 linear feet, is capable of
2 handling aircraft weighing at least 60,000 pounds with a dual
3 wheel configuration which is served by at least one precision
4 instrument approach, and serves a cluster of
5 aviation-dependent industries, shall be designated as part of
6 the Strategic Intermodal System by the the Secretary of
7 Transportation upon the request of a reliever airport meeting
8 this criteria. shall periodically add facilities to or delete
9 facilities from the Strategic Intermodal System based upon
10 adopted criteria.

24 Transportation to designate facilities to an
25 intermodal system based on the criteria;
26 directing the Secretary of Transportation to
27 designate airports meeting specified criteria
