14 On page 1, between lines 15 and 16,

16 insert:
17 Section 1. (1)(a) The Legislature finds that man-made
18 carbon dioxide produced by the burning of fossil fuels is a
19 leading contributor to global climate change and the leading
20 global-warming pollutant released in this country and finds
21 that the ability to develop a process to address possible
22 solutions to the risks of climate change will enable the state
23 to have a greater influence in eventual climate-change-policy
24 determinations at the regional and national level and ensure
25 that industry in this state is in the best position to benefit
26 from future actions addressing climate change.
27 (b) The Legislature finds that this state is
28 particularly vulnerable to the possible effects of global
29 climate change due to the low elevation of its 1,300 miles of
30 coastline, susceptible to more intense hurricanes, the effect
31 of drought conditions on the state's unique environment, and

1 the spread of infectious disease to vulnerable populations.
2 (c) The Legislature further recognizes that every
3 state official dealing with climate change problems should
4 have current and reliable information.
5 (2) It is the policy of this state to:
6 (a) Play a leading role in assessing the potential
7 effects of global climate change in this state and the
8 southeastern United States.
9 (b) Develop and promote market-based and other
10 private-sector emissions-reduction approaches in all sectors
11 of this state's economy, including the trading of carbon
12 emission credits and the creation of offsets for energy
13 savings.
14 (c) Encourage the research, development,
15 demonstration, and application of climate-change initiatives
16 through a cooperative dialogue about what needs to be done
17 within our state to comply with proposed federal limits that
18 would lower carbon emissions in the atmosphere over time.
19 (d) Seek to identify and create incentives for
20 technology and innovation, take advantage of economic
21 opportunities for the state as part of the effort to find new
22 sources of energy, and seek private-sector solutions and
23 market-based mechanisms to help solve problems related to
24 reducing carbon emissions.
