18 insert:
19 Section 27. Section 287.151, Florida Statutes, is
20 amended to read:
21 287.151 Limitation on classes of motor vehicles
22 procured.--
23 (1) All motor vehicles purchased or leased by the
24 state with funds provided in the General Appropriations Act
25 shall be of the subcompact class except vehicles used for law
26 enforcement purposes by law enforcement officers of the state,
27 used as tow vehicles, routinely used to transport more than
28 three adults or bulk materials, or vehicles operated
29 frequently on unpaved roads. All vehicles purchased shall be
30 of the smallest class that can safely and adequately meet the
31 transportation requirements.

1 (2) No funds in the General Appropriations Act shall
2 be used to purchase any vehicle at prices in excess of the
3 standard prices negotiated by the Department of Management
4 Services.
5 (3) As used in this section, the term:
6 (a) "Hybrid vehicle" means a hybrid vehicle, as
7 defined in s. 316.0741.
8 (b) "Flex-fuel vehicle" means a vehicle that:
9 1. Is designed to run on gasoline or a blend of up to
10 85 percent ethanol (E85); and
11 2. Can be operated on a locally available supply of
12 ethanol.
13 (c) "Biodiesel vehicle" means a diesel vehicle that
14 runs on mono-alkyl esters of long chain fatty acids derived
15 from vegetable oils or animal fats which conform to ASTM D6751
16 specifications for use in diesel engines. Biodiesel refers to
17 the pure fuel before blending with diesel fuel. Biodiesel
18 blends are denoted as "BXX" with "XX," representing the
19 percentage of biodiesel contained in the blend. For example,
20 B100 is pure biodiesel and B20 is a blend of 20-percent
21 biodiesel and 80-percent petroleum diesel.
22 (4)(a) By July 1, 2008, at least 25 percent of all new
23 motor vehicles purchased in the prior 12 months by a state
24 agency, state university, or local government through any
25 state purchasing plan must be hybrid, flex-fuel, biodiesel, or
26 compressed natural gas vehicles if the type of vehicle being
27 purchased is available with such propulsion system and
28 otherwise meets the requirements for the vehicle's intended
29 use.
30 (b) By July 1, 2009, at least 50 percent of all new
31 motor vehicles purchased in the prior 12 months by a state

1 agency, state university, or local government through any
2 state purchasing plan must be hybrid, flex-fuel, biodiesel, or
3 compressed natural gas vehicles if the type of vehicle being
4 purchased is available with such propulsion system and
5 otherwise meets the requirements for the vehicle's intended
6 use.
7 (c) By July 1, 2010, at least 75 percent of all new
8 motor vehicles purchased in the prior 12 months by a state
9 agency, state university, or local government through any
10 state purchasing plan must be hybrid, flex-fuel, biodiesel, or
11 compressed natural gas vehicles if the type of vehicle being
12 purchased is available with such propulsion system and
13 otherwise meets the requirements for the vehicle's intended
14 use.
15 (d) By July 1, 2011, at least 90 percent of all new
16 motor vehicles purchased in the prior 12 months by a state
17 agency, state university, or local government through any
18 state purchasing plan must be hybrid, flex-fuel, biodiesel, or
19 compressed natural gas vehicles if the type of vehicle being
20 purchased is available with such propulsion system and
21 otherwise meets the requirements for the vehicle's intended
22 use.
23 (e) Any new motor vehicle purchased after July 1,
24 2011, by a state agency, state university, or local government
25 through any state purchasing plan must be a hybrid, flex-fuel,
26 biodiesel, or compressed natural gas vehicle if the type of
27 vehicle being purchased is available with such propulsion
28 system and otherwise meets the requirements for the vehicle's
29 intended use.

7 definitions; providing a schedule of deadlines
8 by which certain percentages of the vehicles
9 purchased by a state agency, state university,
10 or local government within the 12 months
11 immediately preceding each deadline must be
12 hybrid, flex-fuel, biodiesel, or compressed
13 natural gas vehicles; providing that all
14 vehicles purchased by such entities after July
15 1, 2011, must be hybrid, flex-fuel, biodiesel,
16 or compressed natural gas vehicles;
