15 On page 57, between lines 12 and 13,

17 insert:
18 Section 20. (1) As used in this section, the term:
19 (a) "Hybrid vehicle" means a hybrid vehicle, as
20 defined in s. 316.0741, Florida Statutes.
21 (b) "Flex-fuel vehicle" means a vehicle that:
22 1. Is designed to run on gasoline or a blend of up to
23 85 percent ethanol (E85); and
24 2. Can be operated on a locally available supply of
25 ethanol.
26 (c) "Biodiesel vehicle" means a diesel vehicle that
27 runs on mono-alkyl esters of long chain fatty acids derived
28 from vegetable oils or animal fats which conform to ASTM D6751
29 specifications for use in diesel engines. Biodiesel refers to
30 the pure fuel before blending with diesel fuel. Biodiesel
31 blends are denoted as "BXX" with "XX," representing the

1 percentage of biodiesel contained in the blend. For example,
2 B100 is pure biodiesel and B20 is a blend of 20-percent
3 biodiesel and 80-percent petroleum diesel.
4 (2) Any new motor vehicle purchased after January 1,
5 2008, by a state agency, state university, or local government
6 through any state purchasing plan must be a hybrid, flex-fuel,
7 biodiesel, or compressed natural gas vehicle if the type of
8 vehicle being purchased is available with such propulsion
9 system and otherwise meets the requirements for the vehicle's
10 intended use.
11 (3) The Department of Management Services, by October
12 1, 2007, shall adopt rules that establish criteria for the
13 purchase of hybrid, flex-fuel, and biodiesel vehicles.

22 insert:
23 providing definitions; requiring state agencies

27 Department of Management Services to adopt
28 rules establishing criteria for the purchase of
29 such vehicles;
