12  recommended the following amendment:

14         Senate Amendment (with title amendment) 
15         On page 38, between lines 20 and 21,
16  
17  insert:  
18         Section 10.  Paragraph (h) of subsection (3) of section
19  364.10, Florida Statutes, is amended to read:
20         364.10  Undue advantage to person or locality
21  prohibited; Lifeline service.--
22         (3)
23         (h)1.  By December 31, 2003, each state agency that
24  provides benefits to persons eligible for Lifeline service
25  shall undertake, in cooperation with the Department of
26  Children and Family Services, the Department of Education, the
27  commission, the Office of Public Counsel, and
28  telecommunications companies providing Lifeline services, the
29  development of procedures to promote Lifeline participation.
30         2.  If any state agency determines that a person is
31  eligible for Lifeline service, the agency must act immediately

The state agency must include an option for an 4 eligible customer to choose not to subscribe to the Lifeline 5 service. The Public Service Commission shall, no later than 6 September 1, 2007, adopt rules as necessary creating 7 procedures to automatically enroll eligible customers in 8 lifeline service. 9 3.
