11  The Committee on Community Affairs (Storms) recommended the
12  following amendment to substitute amendment (324716):

14         Senate Amendment 
15         On page 2, lines 18-30, delete those lines
16  
17  and insert:  cable or video service provider shall furnish up
18  to two public, educational, or governmental channels or
19  capacity equivalent. The usage of the channels or capacity
20  equivalent shall be determined by a majority of all of the
21  provider's subscribers in the jurisdiction, in order of
22  preference of all cable subscribers. Cable subscribers must be
23  provided clear, plain language informing them that public
24  access is unfiltered programming and contains adult content.
