17 Section 6. Subsection (2) of section 215.5586, Florida
18 Statutes, is amended to read:
19 215.5586 Florida Comprehensive Hurricane Damage
20 Mitigation Program.--There is established within the
21 Department of Financial Services the Florida Comprehensive
22 Hurricane Damage Mitigation Program. This section does not
23 create an entitlement for property owners or obligate the
24 state in any way to fund the inspection or retrofitting of
25 residential property in this state. Implementation of this
26 program is subject to annual legislative appropriations. The
27 program shall be administered by an individual with prior
28 executive experience in the private sector in the areas of
29 insurance, business, or construction. The program shall
30 develop and implement a comprehensive and coordinated approach
31 for hurricane damage mitigation that shall include the

2 (2) GRANTS.--Financial grants shall be used to
3 encourage single-family, site-built, owner-occupied,
4 residential property owners to protect retrofit their
5 properties to make them less vulnerable to hurricane damage.
6 (a) To be eligible for a grant, a residential property
7 must:
8 1. Have been granted a homestead exemption under
9 chapter 196.
10 2. Be a dwelling with an insured value of $500,000 or
11 less.
12 3. Have undergone an acceptable wind certification and
13 hurricane mitigation inspection or use hurricane-protection
14 products tested by the International Hurricane Research Center
15 at Florida International University.

17 A residential property which is part of a multifamily
18 residential unit may receive a grant only if all homeowners
19 participate and the total number of units does not exceed
20 four.
21 (b) All grants must be matched on a dollar-for-dollar
22 basis for a total of $10,000 for the mitigation project with
23 the state's contribution not to exceed $5,000.
24 (c) The program shall create a process in which
25 mitigation contractors agree to participate and seek
26 reimbursement from the state and homeowners select from a list
27 of participating contractors. All mitigation must be based
28 upon the securing of all required local permits and
29 inspections. Mitigation projects are subject to random
30 reinspection of up to at least 10 percent of all projects.
31 (d) Matching fund grants shall also be made available

1 to local governments and nonprofit entities for projects that
2 will reduce hurricane damage to single-family, site-built,
3 owner-occupied, residential property.
4 (e) Grants may be used for the following improvements:
5 1. Roof deck attachment;
6 2. Secondary water barrier;
7 3. Roof covering, including a weighted roof-protection
8 system that may be installed by an approved contractor or
9 homeowner;
10 4. Brace gable ends;
11 5. Reinforce roof-to-wall connections;
12 6. Opening protection; and
13 7. Exterior doors, including garage doors.
14 (f) Low-income homeowners, as defined in s.
15 420.0004(9), who otherwise meet the requirements of paragraphs
16 (a) and (c) are eligible for a grant of up to $5,000 and are
17 not required to provide a matching amount to receive the
18 grant. Such grants shall be used to retrofit single-family,
19 site-built, owner-occupied, residential properties in order to
20 make them less vulnerable to hurricane damage.
21 Section 7. Paragraph (a) of subsection (3) of section
22 215.559, Florida Statutes, is amended to read:
23 215.559 Hurricane Loss Mitigation Program.--
24 (3)(a) Forty percent of the total appropriation in
25 paragraph (2)(a) shall be used to inspect and improve
26 tie-downs or other securing fixtures for mobile homes.

15 for a certain portion of the appropriation
16 under the program to be used for securing
17 fixtures for mobile homes;
