17  and insert:  
18         (j)  Within 24 months after an insurer receives
19  approval of a rate increase of 10 percent or more, the insurer
20  must file and the office must review the insurer's rate based
21  on a rate filing that addresses all elements of the current
22  rate. Effective July 1, 2007, notwithstanding any other
