14         On page 8, line 15, after the period

16  insert:  The term excludes property taxes levied by a
17  municipal service taxing unit for emergency services which was
18  created by a county between fiscal year 2001-2002 and fiscal
19  year 2006-2007 in response to the judicial invalidation of
20  non-ad valorem assessment funding of such services.
