A bill to be entitled
2An act relating to a special election; providing for a
3special election to be held January 29, 2008, pursuant to
4Section 5 of Article XI of the State Constitution, for the
5approval or rejection by the electors of this state of
6amendments to the State Constitution, proposed by joint
7resolution, relating to a tangible personal property tax
8exemption, homestead property assessments, assessment of
9rent-restricted affordable housing and commercial and
10public-access waterfront property, increased homestead
11exemption, limiting local government authority to increase
12ad valorem taxes, and transitional homestead property
13assessments; providing for publication of notice and for
14procedures; providing an appropriation; providing a
15contingent effective date.

17Be It Enacted by the Legislature of the State of Florida:

19     Section 1.  Pursuant to Section 5 of Article XI of the
20State Constitution, there shall be a special election on January
2129, 2008, to be held concurrently with other statewide elections
22held on that date, if any, at which there shall be submitted to
23the electors of this state for approval or rejection the
24amendments to the State Constitution proposed in House Joint
25Resolution 3B or Senate Joint Resolution 4B, 2007B Special
26Session.
27     Section 2.  Publication of notice shall be in accordance
28with Section 5 of Article XI of the State Constitution. The
29special election shall be held as other special elections are
30held.
31     Section 3.  The sum of $60,000 in nonrecurring funds from
32the General Revenue Fund is appropriated to the Department of
33State for fiscal year 2007-2008 for the purpose of advertising
34the constitutional amendments being submitted to the electors of
35this state at the special election called by this act.
36     Section 4.  This act shall take effect upon becoming a law
37if enacted by a vote of at least three-fourths of the membership
38of each house of the Legislature and if House Joint Resolution
393B or Senate Joint Resolution 4B, 2007B Special Session, is
40adopted by both houses of the Legislature.
