1 A bill to be entitled
2 An act relating to a special election;
3 providing for a special election to be held
4 January 29, 2008, pursuant to Section 5 of
5 Article XI of the State Constitution, for the
6 approval or rejection by the electors of this
7 state of amendments to the State Constitution,
8 proposed by joint resolution, relating to a
9 tangible personal property tax exemption,
10 homestead property assessments, assessment of
11 rent-restricted affordable housing and
12 commercial and public-access waterfront
13 property, increased homestead exemption,
14 limiting local government authority to increase
15 ad valorem taxes, and transitional homestead
16 property assessments; providing for publication
17 of notice and for procedures; providing an
18 appropriation; providing a contingent effective
19 date.

21 Be It Enacted by the Legislature of the State of Florida:

23 Section 1. Pursuant to Section 5 of Article XI of the
24 State Constitution, there shall be a special election on
25 January 29, 2008, to be held concurrently with other statewide
26 elections held on that date, if any, at which there shall be
27 submitted to the electors of this state for approval or
28 rejection the amendments to the State Constitution proposed in
29 House Joint Resolution 3B or Senate Joint Resolution 4B, 2007B
30 Special Session.

1 Section 2. Publication of notice shall be in
2 accordance with Section 5 of Article XI of the State
3 Constitution. The special election shall be held as other
4 special elections are held.
5 Section 3. The sum of $60,000 in nonrecurring funds
6 from the General Revenue Fund is appropriated to the
7 Department of State for fiscal year 2007-2008 for the purpose
8 of advertising the constitutional amendments being submitted
9 to the electors of this state at the special election called
10 by this act.
11 Section 4. This act shall take effect upon becoming a
12 law if enacted by a vote of at least three-fourths of the
13 membership of each house of the Legislature and if House Joint
14 Resolution 3B or Senate Joint Resolution 4B, 2007B Special
15 Session, is adopted by both houses of the Legislature.
