3     Amendment (with title amendment)
4     Remove lines 56-123, and insert:
5of $70 million in fiscal year 2007-2008 and $100 million in each
6fiscal year thereafter, to be paid in quarterly installments and
7used as required by s. 403.890.
8     3.  The Grants and Donations Trust Fund in the Department
9of Community Affairs in the amount of $3.25 million in each
10fiscal year to be paid in monthly installments, with $3 million
11to be used to fund technical assistance to local governments and
12school boards on the requirements and implementation of this act
13and $250,000 to be used to fund the Century Commission
14established in s. 163.3247.

16Moneys distributed pursuant to this paragraph may not be pledged
17for debt service unless such pledge is approved by referendum of
18the voters.
19     Section 2.  Paragraph (b) of subsection (3) of section
20373.1961, Florida Statutes, is amended to read:
21     373.1961  Water production; general powers and duties;
22identification of needs; funding criteria; economic incentives;
23reuse funding.--
24     (3)  FUNDING.--
25     (b)  Beginning in fiscal year 2005-2006, the state shall
26annually provide a portion of those revenues deposited into the
27Water Protection and Sustainability Program Trust Fund for the
28purpose of providing funding assistance for the development of
29alternative water supplies pursuant to the Water Protection and
30Sustainability Program. At the beginning of each fiscal year,
31beginning with fiscal year 2005-2006, such revenues shall be
32distributed by the department into the alternative water supply
33trust fund accounts created by each district for the purpose of
34alternative water supply development under the following funding
35formula:
36     1.  Thirty percent to the South Florida Water Management
37District;
38     2.  Twenty-five percent to the Southwest Florida Water
39Management District;
40     3.  Twenty-five percent to the St. Johns River Water
41Management District;
42     4.  Ten percent to the Suwannee River Water Management
43District; and
44     5.  Ten percent to the Northwest Florida Water Management
45District.
46     Section 3.  Subsections (1) and (2) of section 403.890,
47Florida Statutes, are amended to read:
48     403.890  Water Protection and Sustainability Program;
49intent; goals; purposes.--
50     (1)  Effective July 1, 2006, revenues transferred from the
51Department of Revenue pursuant to s. 201.15(1)(d)2. shall be
52deposited into the Water Protection and Sustainability Program
53Trust Fund in the Department of Environmental Protection. These
54revenues and any other additional revenues deposited into or
55appropriated to the Water Protection and Sustainability Program
56Trust Fund shall be distributed by the Department of
57Environmental Protection in the following manner:
58     (a)  The sum of $42,750,000 in fiscal year 2007-2008 and 60
59sixty percent in each fiscal year thereafter to the Department
60of Environmental Protection for the implementation of an
61alternative water supply program as provided in s. 373.1961.
62     (b)  The sum of $7,250,000 in fiscal year 2007-2008 and 20
63twenty percent in each fiscal year thereafter for the
64implementation of best management practices and capital project
65expenditures necessary for the implementation of the goals of
66the total maximum daily loads program established in s. 403.067.
67Of these funds, $4,250,000 in fiscal year 2007-2008 and 85
68percent of such funds in each fiscal year thereafter shall be
69transferred to the credit of the Department of Environmental
70Protection Water Quality Assurance Trust Fund to address water
71quality impacts associated with nonagricultural nonpoint
72sources. Fifteen percent Of these funds, $3 million in fiscal
73year 2007-2008 and 15 percent of such funds in each fiscal year
74thereafter
