12five percent or the average annual percentage growth in revenues
13derived from the property over the preceding three years.

22following such general election. The amendment to Section 4 of
23Article VII creating subsection (f) of that section, creating a
24limitation on annual assessment increases for commercial real
25property, shall take effect upon approval of the electors and
26shall first limit assessments beginning January 1, 2009, if
27approved at a special election held on January 29, 2008, or
28shall first limit assessments beginning January 1, 2010, if
29approved at the general election held in November of 2008.
