11  Senators Alexander and Dean moved the following substitute for
12  amendment (893006):

14         Senate Amendment (with title amendment) 
15         On page 12, between lines 18 and 19,
16  
17  insert:  
18         (h)  Effective October 1, 2008, for the 2008-2009
19  fiscal year and annually thereafter, an amount equivalent to
20  the value of the revenue reduction to the fiscally constrained
21  counties, as defined by law, and municipalities in such
22  fiscally constrained counties, ocurring as the result of this
23  amendment, shall be distributed to each fiscally constrianed
24  county and municipality within such county. Funds appropriated
25  under this provision shall be distributed to the counties and
26  municipalities in an amount proportionate to the total amount
27  of the revenue reduction resulting from the adoption of the
28  amendment, but the total distribution to all counties may not
29  exceed $75,000,000 in any fiscal year.
