| 15 | SECTION 28. Appropriations to fiscally constrained |
| 16 | counties and municipalities.-- Effective October 1, 2008, for |
| 17 | the 2008-2009 fiscal year and annually thereafter, an amount |
| 18 | equivalent to the value of the revenue reduction to the fiscally |
| 19 | constrained counties, as defined by general law, and |
| 20 | municipalities in such fiscally constrained counties, occurring |
| 21 | as the result of the amendments to this constitution that |
| 22 | operate retroactively to January 1, 2008, if adopted, shall be |
| 23 | distributed to each fiscally constrained county and municipality |
| 24 | within such county. Funds appropriated under this provision |
| 25 | shall be distributed to the counties and municipalities in an |
| 26 | amount proportionate to the total amount of the revenue |
| 27 | reduction resulting from the adoption of such amendments, but |
| 28 | the total distribution to all counties may not exceed seventy- |
| 29 | five million dollars in any fiscal year. |
| 30 | SECTION 29. Property tax exemptions and ad valorem tax |
| 31 | limitations.--The amendments to Sections 3, 4, 6, and 9 of |
| 32 | Article VII providing a $25,000 exemption for tangible personal |
| 33 | property, providing an additional alternative homestead |
| 34 | exemption, authorizing transfer of the cumulative benefit from |
| 35 | the limitations on the assessment of homestead property, |
| 36 | creating a limitation on annual assessment increases for |
| 37 | specified real property, providing for an additional alternative |
| 38 | homestead exemption for low-income seniors, providing for |
| 39 | assessing rent-restricted affordable housing and commercial and |
| 40 | public-access waterfront property pursuant to general law, and |
| 41 | requiring the legislature to limit the authority of counties, |
| 42 | municipalities, and special districts to increase ad valorem |
| 43 | taxes, the creation of Section 27 of this Article providing for |
| 44 | election of a county property appraiser or a person responsible |
| 45 | for the duties of a property appraiser, the creation of Section |
| 46 | 28 of this Article providing for appropriation of certain |
