11 Senator Ring moved the following amendment:

13 Senate Amendment (with title amendment)
14 On page 8, between lines 10 and 11,

16 insert:
17 (h)(1) A county or municipality may assess property
18 for a special assessment, but those changes in assessments
19 shall not exceed the lower of the following:
20 a. Five percent (5%) of the assessment for the prior
21 year.
22 b. The percent change in the Consumer Price Index for
23 all urban consumers, U.S. City Average, all items 1967=100, or
24 successor reports for the preceding calendar year as initially
25 reported by the United States Department of Labor, Bureau of
26 Labor Statistics.
27 (2) No assessment shall exceed just value.
